A null value means the column is not currently represented categorically. A non-null value contains the category values in their categorical representation order.
The category order is always preserved as part of the categorical representation. It is semantically meaningful when Semantics has Ordinal. For nominal, interval, or ratio values represented categorically, the order remains operational metadata for representation, reproducibility, display, and round-tripping. It matters to encodings only when an operation explicitly uses categorical structure.
