Both endpoints are included and are assumed valid. No bounds, ordering, or range validation is performed; invalid input has unspecified behavior.
A valid empty footprint succeeds for a mutable matrix without preparing or detaching storage. A valid empty footprint on a read-only matrix remains nonwritable.
Base preparation establishes value mutability and copy-on-write ownership. Representation overrides may reject compact intrinsic fixed geometry. Dynamic safe unchecked assignments can still fail after earlier mutations; use IsElementWritable(Int32, Int32) for an exact positional permission query.
